Staples Marketing Communications has over 15 years’ experience in strategizing, creating and implementing results-oriented marketing, advertising, and public relations programs for the public sector. This includes our work beginning in 1998 with the California Public Utilities Commission and Pacific Gas & Electric in what became the first of many Energy Services marketing programs the agency has handled.

The initial contract with PG&E was for the development and implementation of the Time of Sale Energy Renovation Program (TOSER) to promote energy efficient mortgages to low income and first-time homebuyers. Met with great success, the TOSER program contract was extended for an additional four years.

Energy Services programs like TOSER have given Staples Marketing a unique perspective on marketing programs as they relate to government and public organizations. We understand the special needs for building consensus among various stakeholders, documenting cost-effectiveness, managing and verifying expenditures, and maintaining strict reporting procedures.

Staples Marketing recently announced two new energy services marketing and outreach contracts with the California Public Utilities Commission. The first contract extends through December 31, 2005 the UTEEM public information and education campaign developed for California’s Hispanic population. Developed in partnership with the Univision Television Group, the UTEEM campaign is designed to increase awareness among Hispanics of energy efficiency cash rebates for the purchase and installation of products such as appliances, air conditioning, heating equipment and lighting.

The second contract funds the development and implementation of the Energy Watch program in the Bakersfield, CA metropolitan area. Energy Watch is a unique partnership spearheaded by Staples Marketing that includes PG&E, SCE, and SoCal Gas that provides homeowners and small businesses energy audits, information and education. Staples Marketing has created a multi-dimensional program for Energy Watch that includes broadcast advertising, direct mail, trade show and home show presentations and a television infomercial.
